Responsible Recruitment Program

The Responsible Recruitment Program (RRP), part of the Responsible Labor Initiative (RLI), aims to strengthen ethical recruitment practices across global supply chains. By improving recruitment practices and processes, the program helps reduce risks of forced labor and promotes responsible labor sourcing. 

Since its launch in 2018, RRP has collaborated with companies, suppliers, private recruitment agencies (PRAs), governments, and partner organizations to improve responsible recruitment practices and increase transparency across migration corridors. 

Building on the lessons learned from RRP program 1.0 (2017–2023), RRP 2.0 launched in November 2025 focusing on driving demand and creating a market for ethical recruitment. We aim to achieve this by engaging members and suppliers to deploy RBA/RLI forced labor tools, deepen collaboration with ethical recruitment assurance and capacity building partners, and improve stakeholder engagement. 

RRP 2.0 Key Elements

Assurance & Equivalency Framework 

RRP 2.0 collaborates with recognized ethical recruitment assurance and certification partners to support alignment and interoperability across responsible recruitment systems. The program aims to streamline approaches and support continuous improvement pathways for private recruitment agencies (PRA). Please note that RBA and RLI do not certify private recruitment agencies.  

PRA Nomination Process 

RRP 2.0 establishes a nomination process that allows RBA/RLI/RGA members and suppliers to identify and nominate recruitment agencies active in their supply chains. This process aims to strengthen engagement with PRAs and supports collaboration toward wide-scale adoption of ethical recruitment practices. 

PRA Mapping & Visibility 

RRP 2.0 also supports the mapping of PRAs to improve visibility and transparency of PRA information. Participating PRAs can showcase their progress toward responsible recruitment pathways with RBA/RLI/RGA member companies to support responsible labor sourcing decisions and continuous improvement efforts. 

Responsible Recruitment Tools & Due Diligence 

RRP 2.0 helps members and suppliers strengthen responsible labor sourcing practices through the active deployment of RBA/RLI tools, guidance, and due diligence approaches. By integrating ethical recruitment expectations into procurement and labor sourcing practices, the program aims to drive demand for responsible recruitment across global supply chains. 

Stakeholder Collaboration & Government Engagement 

RRP 2.0 promotes collaboration among members, suppliers, recruitment agencies, governments, civil society, and partner organizations to strengthen responsible recruitment ecosystems across migration corridors. It seeks to create and support dialogue and engagement with governments in both sending and receiving countries. 

How RRP 2.0 Works 

How to Participate

For RBA/RLI/RGA Members 

Members can support responsible recruitment by identifying and nominating private recruitment agencies (PRAs) within their supply chains to participate in responsible recruitment pathways. Members are also encouraged to integrate responsible recruitment expectations into procurement and labor sourcing practices.

For Suppliers 

Suppliers can strengthen their responsible labor sourcing practices by deploying due diligence tools and engaging recruitment agencies within their labor supply chains. Suppliers are encouraged to work collaboratively with their customers and recruitment partners to support ethical recruitment practices.

For Private Recruitment Agencies (PRAs) 

RRP 2.0 aims to support continuous improvement, collaboration, and increased visibility of responsible recruitment efforts across supply chains.  

Private recruitment agencies interested in participating in responsible recruitment pathways and ethical recruitment assurance programs may engage directly with recognized assurance and capacity-building partners via RRP 2.0.
